Halilovic has been linked with a move away from Camp Nou and may end up in premier league.
Both Everton and West Ham are willing to pay 6 million Euros for the Croatian individual.
The player has already decided to move to premier league where the clubs are ready to pay his wages which may not be possible in La Liga. Halilovic may prefer to move to West Ham United as he is on good terms with their manager and compatriot, Steven Bilic.
The new sporting directors have decided to "Avoid some players leaving for free or for a lower price". The management committee will prioritise the sale of such players who may not get into the first team in near future, but will hold the buy back option for some promising individuals.
Adama Traore has also attracted offers from many clubs, most notably from Bayern Munich. It is reported that Pep Guardiola has already spoken with a player and the deal may be sealed in the next couple of weeks.
